The reason for the lawyer is the 'fear factor' that they create. EVERYONE gets scared when lawyers get involved.

If I hand someone a court order they see a piece of paper.
If a lawyer hands someone a court order they see the rest of their lives changing.

Psychology. Get the parents scared that they will either loose money or have some other penalty and they will do something. Get the school board scared and they will take action.
