A couple of months ago, I saw a notice on that blog that the owner no longer had the time to maintain it and was trying to find someone to take over. The last deal she'd posted previously was a Smashwords author coupon that had expired in July, if I recall correctly.
From the looks of it, she probably hasn't, and has perhaps shut the blog down until further notice, accounting for its now inaccessible state.
Hope this solves the mystery.
