This is the important bit in their responses. The O'Reilly epubs aren't wrong, they just aren't hacked to work with the Sony TOC menu software. As I said above, the menu software was designed so that any menu item with sub-items only allows you to go to the sub-item list. That was probably a design decision to keep things simple in the user interface, but it has produced this annoying problem. This is not epub specific, as you get exactly the same behaviour with PDF files that have chapters and sub-chapters.

My guess is that a "proper Sony" epub or PDF would have an added entry at the start of each sub-item list that just points to the content that the parent item points to. The added entry would not have any sub-items, so you could use it to go to the proper content. But I could be wrong. The Sigil list is probably a better place to look for information on this. I can't believe that no one creating epubs ever noticed this before.
