As Stitchawl said, get a lawyer and get a restraining order. The school will do something if they face legal action. Nothing else will get them to move on it.
They have made it plain that they either can’t, or will not, do anything on their own. There's no use hoping that they'll see the light.
You might even be surprised, they could want you to take legal action. Sometimes the people on the bottom are prevented from doing the right thing by their bosses. "Do you want to throw away your position, Principal Jones?"
