Unfortunately you can't do anything more. The price we pay for unfettered freedom is kids like that growing up to be wife beaters, rapists, child molesters, thugs, and murders.
"Common sense" would say to isolate such kids/people from the general public. But "Common sense" has become illegal.
Another rant along the same lines:
If a kid in school beats you up and calls you a faggot he's punished for a hate crime. But if he keeps his mouth shut he's just a bully.
I want them both to get the same punishment. One to six (for repeat offences) months of detention. And the parent would be required to either pick them up in person or have another (listed) adult pick them up. If it occurs at the end of the school year, detention would be the same while other kids are in "summer school".
