It's worth checking, but it looks to me like it's the device's fault. I see the same behaviour on the PRS-505, for epubs and PDFs. The problem is that clicking on a TOC menu item with sub-items _only_ takes you to the list of sub-items. There's no way to make it take you to the page pointed to by the menu item you want. I have this same problem with PDF files I made myself with pdflatex.
