Concrete roads are a rarity here. By profession I am a Civil Engineer, I design roads for a living

1870 was about the magic year for the US and Australia. they were designed using the methodology of John Macadam, simply surfacing over the original but reworked gravel surface with bitumen. By definition a paved surface does also include gravels or stone surfaces.

Oh, and to get back on topic. I blame Buffy and Angel for the earliest romanticist notion of Twilight style vampires.
