So it barked and ran at them, then backed off - and that constitutes a vicious attack with teeth? I can only guess the person has either never had any contact with dogs, or (and) is scared of them.

That also seems like a waste of police time and effort for what sounds like a dog that was either scared or nervous of the police (or the kids who were chasing it).
