Mass purchasing has been used to manipulate all of the lists and it is certainly not restricted to online sales or downloadables.
Paperbook sales are restricted in sales potential by the size of their print runs. This poses physical limits on their sales potential if you only track pbooks. Complaining about fraud potential sounds a lot like "ebooks might have bestsellers that aren't pre-groomed by the publishers, what happens when the buyers pick instead of the system?!?"
