If all he wants to do is pretty simple and static site, Kompozer (http://www.kompozer.net/) should suit him well. It doesn't pollute code and being free, you won't feel bad throwing it away if you don't like it.

I'd also recommend Quanta Plus but unfortunately to you, it is only available for real operating systems.

If Kompozer doesn't cut it, Open Office (http://www.openoffice.org/) has rather decent HTML output as well.

Oops sorry, forgot to mention, if everything else fails, let me know and I can give you NetObjects Fusion 7.5 for free (it is completely legal with real serial number, I got it with my hosting account years ago but because I don't have Windows, it's worthless to me).
