They are actually issued to some women serving in Iraq and Afghanistan. A couple of women who drove trucks in convoys brought them with them from home. When the Commanding Officer saw how much easier it was for the women to go to the bathroom when outside the base walls, he had them ordered so that he could give one to each of the women in his battalion.
