(The discription of it being large enough to be a "space launche" seems to confirms it as not being a small university science project.)

At this time, we are unable to provide specific details, but we are working to determine the exact nature of this event. We can confirm that there is no threat to our nation, and from all indications this was not a launch by a foreign military. We will provide more information as it becomes available.""
I don't find that reassuring. If
we didn't launch a missile from 35 miles off the California coast, and if we can
confirm that no other "foreign military" launched a missile from that location what does that leave us with?
There are
very few who could launch a large missile from 35 miles off the coast. From out in the ocean it'd have to be from a large specially constructed/modified ship or a submarine.

I don't think that we'll learn what happened. If it wasn't us and it wasn't another government, it has to be some very well funded group. The only alternative I can see is that there was a small mutiny onboard a submarine that was able to launch a missile but failed to target it properly.
