Those are books that are free in US and non-US markets, generally. The sorting picks up the lowest price in any market, but the price displayed is the price in the market you are in. Also, when a book is about to be free somewhere or was recently free (usually no more than about a 12 hour window), they will also often sort into the free lists. This appears to be because the indexing servers are updated separately from the servers that you hit to actually display the products (and its those that count when ordering, not the indexers).
iPad Publishing is free in the UK
Successful Communications is free in the US
