Probably! My client's CEO seemed to be especially worried that we would spend too much money on the Internet. I could access most merchant websites, but if I made the mistake of clicking on the "purchase" or "view cart" button, a page would appear informing me that the site had been blocked. However, it seems that the controls have been removed. Maybe the CEO decided to start his Xmas shopping?
