My guess is that if they can walk up to a cat, pick it up, and pet it it'll be a good cat. After they pass that test, they probably put it in a room with male & female cats. Then it's probably spay and neuter time. Other than that, it looks like a win-win situation for all concerned.
The pictures I saw on other websites didn't show rooms full of cats. I think that the first link even mentioned that they limited the number of visitors. Inferring, I think, that they cared more than just making money by adding more cats.
