If so, why not use it year-round and also save the human time and effort of dealing with twice-yearly time zone shifts and the attendant schedule hiccups?

article on the subject indicates that the "energy savings" argument is a bit on the dubious side. Yes, I know they're not 100% authoritative, but they're generally at least a good start point.
