It's all due to the Agency model. The publishers are coming down hard with higher prices and geo-restrictions. It all started with Apple and there deal with the big publishers who saw there chance to change the way how e-books was sold up until then.

In my opinion publishers couldn't care less if e-books succeeded or not. There main interest is to secure the future of the paper-books and there old fashion way of doing business.
