For me, a lot depends on the content. If it's lighter entertainment reading, bring on the nearby riot. As long as nothing hits me or my book, I can cheerily ignore it.
For heavier reading (such as one p-book on theology I'm working on currently), I do need a little more concentration, but too quiet an environment also bothers me.
