"Plug adapter" in this case means something similar to what you use when you're travelling. It'll let you plug in the US Kindle charger into whatever local type of socket you have. If you have US style sockets then you don't need to worry about it.
The Kindle charger will work anywhere in the world assuming you can actually plug it in. The 100-240V 50-60Hz part of wscott's post means it will work with any standard mains voltage in the world and the two different frequencies you'll get as well. I don't think anybody out there has a different mains supply now not since it was all pretty much standardised on those two many decades ago.
