what about the forbidden 12-14 wifi bands?
I have no idea about them except we are not supposed to use 12-13 in the US though we technically CAN, but 14 is illegal, except for like japan (in the US).

My friend had some fujitsu laptop and router that he brought with him that operated on the 14 band I believe. Pretty funny that he was breaking the law using that in the country. So anyways, unlikely that they will care/track it if you do get one, and I doubt the device will put out harmful interference or use improper bands (Kindle is designed to adhere to international standards) wireless band restrictions varies by region but the AP determines the channel, not the client. And if you are smuggling one into China you won't care about this anyways.
