He's probably one of the deacons or a Eucharistic minister (the people who pass out the hosts during communion). On special occasions, the Knights of Columbus will lead the procession of the ministers, altar boys, priests, etc. into mass.
The Catholic church loves it's pomp and circumstance and tradition.
