Under Windows access to the command line is normally done by going to Start->All Programs->Accessories->Command Prompt.

It is also frequently available more directly as Start->Run and putting cmd as the command to run but that relies on the Run option having been enabled in the Start menu properties. In corporate environments you may find that a security policy prohibits the Run option being activated.

There are other ways of getting to the command prompt but those mentioned above are the commonest ones used.
