I think Sony is very deliberately focused on the non-US market for their eReaders.

It's also possible that Sony discounts the product deeply to US retailers -- and with a deep discount, Sony would demand something like a "no returns unless defective" policy on units, which would motivate the retailers to sell off old stock.
