Not so much as a bunch of "ordinary people" saying that they wanted such-and-such, Windows 7 has it, so Windows 7 was their idea.

Not that I'm aware of, no (*) - for example the Mac vs PC adverts were reshot using British comedians - something which backfired a little due to the nature of characters those two comedians played on a popular comedy. Bizarrely, the Barclaycard commercials have an English voiceover, but it is clearly over the original American advert.

(* I watch (**) less than an hour of TV a day on average, so my exposure is rather limited)

(** and pay attention to even less)
