If your backup is a copy of the calibre library, it is already in 'one book per folder' format.

No, but dragging & dropping the opf file will import it. Note that this imports the *book* but not the *formats*. To import the format, you would need to open edit metadata and then drag the correct format to the formats box on the top right.
