Isn't metro an MVNO on top of Sprint or Verizons network?

What do all the wireless providers use? I think T-Mobile and at&t are GSM (TDMA) while Sprint, Alltel, Verizon using CDMA2000. Do ALL carriers outside the US use GSM?
