Because Microsoft wanted a way to export something from their Office applications which would preserve the pagination, formatting and font styling as a .pdf does w/o being a .pdf.
Neither ePub nor html would serve for this.
There're a number of utilities and tools for handling them, including a free viewer for Windows.
