Definitely a terminal emulator issue. Unfortunately, character encoding on windows is enough of a black art that I can't tell you how to fix it. I do recall at some point in the distant past being able to get my windows system to be purely utf-8 Iincluding the console) instead of the mess of codepages, but I realy cannot recall how.
