The Milky-Bar Kid was an advertising campaign for Milky Bars in the UK back in the 70's and 80's (I think).

Basically, he would ride into a Western town and distribute free said confectionary to all and sundry, thereby averting trouble. The slogan, and what he shouted, was "The Milky Bars are on me!".
