Since the Wacom layer is underneath the visible screen and it works by proximity, you'd have to have a pretty thick layer of crud on it that would prevent you from physically getting the stylus close enough to trigger. Would probably make the screen completely unreadable too.

IE, several coats of paint on the screen might do it, but I doubt a little dust/dirt would make a difference.
