Kobo told me the same thing about agency books--but the same agreements do not seem to be in place in Canada as in the US. Out of the Dark is discounted here. My understanding is that when Apple negotiates for books to be in their iBook store, it is with the agreement that the Agency pricing will prevail for all other eBook retailers in that country.
