That restriction is for devices which *intentionally* radiate (wifi, cellphones, bluetooth etc.)

For devices which don't, or those which have a flight-safe mode which turns off their transmitters, the few minutes around take off and landing applies.

The point is that they cannot be *proved* to be immune, and testing is not foolproof in this area. Also, there are documented instances of problems being caused.

People must have great confidence in their intuition if, despite the requirements as laid down after considered thought by experts in the field, they believe their uninformed gut feel carries more weight.
