The letter does not explain, though, why publishers who don't use the agency model (like my own small house) and fix a low price across the board as per all retail contracts since Amazon brought in their boilerplate Kindle contract ($5.95 on all titles in our case), they still increase that price themselves by two dollars in some non-US countries and over three dollars in others.
