Certainly I have, but I've never felt annoyed by it, because the store certainly didn't give me a guarantee that they wouldn't lower the price subsequent to my buying the item, and I bought the item at a price that I considered to be reasonable.
Really the best advice here is not to buy an eBook the instant it's released, because it really is pretty common for prices to fall quickly.
