Make sure, before you jump, that you check the library he has a card for, and that they offer epub books that he likes.
Every library is different in its offerings. Some have no eboooks, some have a few....some, have tons.
I understand that for $15 per year, you can buy a membership from the Philadelphia free library, but very few offer non resident memberships.
