One thing you might be able to do is :
Enter library 1
Select all files
Save to disk, point to one store directory (in prefs ticking save opf+cover)
Enter library 2
Select all files
Save to disk, point to same directory or another
Create New library
Import from directory (the one saved to)
(if using different second director, Import again)
