Nobody has ever said that.

The WiFi interface and the 3G modem are both connected via USB even though the WiFi chip is integrated to the main Kindle board and the 3G modem is a separate USB based Mini PCI Express card that fits into a slot.

Nobody has done the necessary investigation and research into whether you can selectively power individual devices in the Kindle. Until that happens it is unknown whether you can or can't disable the 3G modem whilst leaving the WiFi interface enabled.
