Actually they aren't. I know someone who use to work in security at UPS and they sometimes did manage to track stuff down. Often, unfortunately, it was UPS employees who would steal stuff they decided was valuable by relabeling it and having the item delivered somewhere else. I suspect this happens at the post office and FedEx as well.
