Again.....library usage is an important feature......but only if you can access one that has books you want.

Right, but don't assume that the local library is the only place you can turn. Often different counties will allow you to get a library card as long as you live in the same state... and in some cases, as long as you live near enough the state. So you can really cast your net fairly broadly in terms of looking for library access. I believe someone pointed out in another thread that the Philadelphia library allows people to join from anywhere for the rather reasonable rate of $15 a year.

On the flip side, there are so many free ebooks out there between Pub Domain and publisher freebies that I never worry too much about finding something interesting to read.
