You can check the connection status of your kindle with the router it is connected to.
You can also try to "Ping" it from a normal computer if you want to test that (you need to know the IP-adress for that of course).
Otherwise: I can tell you with much confidence that the Wifi is offline when deactivated.
"Elektrosmog" is maybe a bit too harsh of a word, but it does exist, maybe it doesn't have the health issues some people like to associate with it but electromagnetic waves are radiated from every electronic device, especially one with an antenna.
That all said: try not to think too much about electrosmog because that alone will create stress much greater than any electromagnetic wave your going to encounter in your daily live.
