I'd trust that the Kindle is actually turning it off because otherwise your battery life would be substantially worse.

Get a regular AM radio. Put it next to the Kindle. Leave it for awhile and if you hear loud blipblipblip noises then the 3G part of the Kindle is on.

There isn't really any easy quick method of testing for whether WiFi is actually disabled on the Kindle except by trusting the software.

Considering the prevalence of radio usage on any populated continent, I'd say the effects if any from the Kindle would be minimal. I don't believe in this particular condition but eh believe what you want. Just don't buy any ludicrously expensive remedies, stickers or shields :P
