Are there any Anti-ElectroSmog shielding covers to combat ElectroSmog / electromagnetic radiation that it releases through WiFi and 3G?

Is there a way to double-monitor if the WiFi and 3G is really turned off and not just hope and rely on the software which could be an error/fault?
