I think, contrary to popular belief, people have a right to read without being disturbed, regardless of where they are.
Walking up to a person you can see is engrossed in a book and deliberately interrupting them just to engage in a conversation is borderline rude.
Perhaps waiting until they come to a pause, and making eye contact would be a better solution.
Being in a public place in no way gives anyone the right to intrude on your solitude. This is what people seem to forget.
