I suspect it is a money issue, but in the context of official priorities on how public money is spent. The area I live in is attracting great numbers of migrants - according to local council reports, English speakers are close to being in the minority now - and so most of the expenditure for new acquisitions is going on publications in languages other than English.

It's a difficult situation, and one it's hard to even ask pragmatic questions about without risking being labelled as "racist".
