It cannot be per se illegal to download from torrents or any other file transfer infrastructure. In the end the question is - what are you downloading. That is where things get interesting.
As someone pointed out earlier: you can download operating system such as Linux from torrents; some Linux distributions rely entirely on that because they do not have the means to afford expensive servers to provide the means of downloading a new version, and users are encouraged to share it via a P2P platform (which essentially distributes download/upload among a multitude of users; say, you start to download a file, then you will have certain chunks of the file available on your system, such that you can also share those chunks with other users who want to get the file).
