Welcome! To answer your question, the flash refreshes the E-Ink screen. You can page forward in fast mode, but if you look closely, you'll see "ghosting" - traces of the words not disappearing, sort of building up.
Some readers have the option of turning off the flash, but then ghosting builds up and the display looks murky until the flash is turned back on.
