As far as .pdf is concerned, I recently ran into the trouble of displaying a textbook on my 6" device. As per advice of one of the members here, I created a Word 2007 template for my .pdfs: I set the size of paper at 3.47# width and 4.54 height, margins .15" all around (though if you want to have a header and footer with information on author, title and page number, it would be good to increase the top and bottom margins). Font size is 10. This gives me a clear, readable .pdf. the images mostly fit on half a page, or if they're larger, one page without losing any readability. I save it as .pdf, and Word creates bookmarks for me. I'm very happy with my .pdf documents.
It's really interesting, how much personal experiences can differ.
If I look back some years, I'm again and again surprised, how cheap all those gadgets have gotten.
About 27 years (!!!) ago, my 5.25" disk drive (the glorious 1541) for Commodore C64 was 700 German marks (= € 350 today, without inflation).
Took me some months as a paper boy.....
Today, with way higher average income, customers complain about notebooks for € 800 being too expensive...

Of course I'm aware, that's "whining on high level" (as we say in Germany).
In lots of countries, entire families have to live from way less.....

Re. your explanation:
What happens with "complicated" documents?
With integrated graphics. Or with 2 or 3 columns of text.
And what would be the benefit, to convert from A4 PDF to A5 PDF? Wouldn't it make more sense, to go for ePub when already converting?
