Yes, you might think the traffic is stop and go and it is safe to read while stopped, but that still takes your mind off of your main job, getting your passengers SAFELY to their destination. What happens if the person slams their brakes on unexpectedly? The same is true if the traffic is moving extremely slowly. Unless you are watching you never know what the people around you are doing.

This guy wasn't on a break, he was actively involved in what he was being paid to do, or was supposed to be actively involved. Technically he was stealing from his company by reading while getting paid to drive. Would you want your surgeon reading during surgery, just because there was a few seconds that he had to wait on someone else to do something, like retract something? Same thing, lives are in their hands.
