It's not really the tip that does the work in a WACOM stylus, but rather electronics that are inside the shaft of the pen behind the tip (the grey body). That's probably why it works better at lower angles, because you're getting the electronics in the body closer to the screen.

Whether that's because the WACOM layer in your iLiad is having problems, or there is something wrong with the stylus, I don't know. I think replacement pens are fairly cheap though. I'd try that first. Unfortunately, if it's an issue with the iLiad you're going to have a difficult time getting that fixed with the loss of support from iRex.
