IMHO, doesn't matter what genre you are writing in, if I don't care about the characters and what is happening to them, I don't care about the book.
My favorite "horror" author, Stephen King (so classified though much of his stuff is not horror) makes me care so much about the characters that if one stubs a toe hard it wracks my sympathy bone. They feel like real people. There's another author writing in the same genre whose name I will not mention. I cared so little about his characters that I found I was inclined to cheer when the monster ate them. At that point I stopped reading his books.
All the bells and whistles and science in the world won't save a science fiction book for me, if the characters aren't real people - even the alien ones. Even the nasty ones - I have to be able to relate to them somehow, or I dump the book.
